This note summarises the principal features of VAT registration and the Business Identification Number (BIN) regime in Bangladesh, and highlights practical issues for UK or international businesses planning to transact or establish operations there. It is a general overview and not a substitute for local tax advice.

Who must register and key thresholds

Bangladesh operates a registration system in which businesses must obtain a VAT registration certificate and, in most cases, a Business Identification Number (BIN) to carry out taxable activities, to participate in government tenders, to import or export and to operate bank accounts for business purposes. Thresholds determine the form of tax liability: businesses with annual turnover below 30 lakhs taka are typically outside VAT liability; those with turnover between 30 lakhs 1 taka and 80 lakhs taka may be subject to a turnover tax (commonly referenced at 3%); and businesses above that turnover band are generally subject to VAT at the prevailing standard rate (commonly referenced at 15%). These thresholds and rates are set and updated by the National Board of Revenue (NBR) and relevant tax legislation.

Registration process and the IVAS platform

Registration is administered electronically through NBR’s Integrated VAT Administration System (IVAS). The process is typically free of charge but conditional: submitting an application does not guarantee a BIN—eligibility criteria must be met. Upon approval, the registrant’s details are recorded in IVAS and a BIN and VAT certificate are issued. If an application is refused, there are administrative routes and statutory review mechanisms available under local law.

How VAT operates in practice

VAT in Bangladesh functions on a transactional basis with input tax credit available to registered persons in accordance with the law and applicable rules. Broadly, VAT is charged on the value added at each stage of supply; registered businesses must issue compliant invoices, keep transaction records, and file returns on the timetable prescribed by NBR. For imports, VAT and any supplementary duties are generally collected at customs; registered importers can often secure credit for import VAT subject to the rules on documentation and timing.

Practical checklist for registration and early compliance

  • Confirm whether the business turnover and activity sit above applicable thresholds (expressed in taka) for VAT or turnover tax.
  • Prepare corporate foundational documents: registration/incorporation certificate, trade licence and organisational structure summary.
  • Gather evidence of place(s) of business, banking arrangements and any existing tax identifiers (for example TIN equivalents).
  • Compile sample contracts, invoices and import/export documentation to demonstrate the nature of supplies.
  • Register and submit applications through the IVAS portal; retain copies of submissions and acknowledgement receipts.
  • Establish compliant invoicing, record-keeping and return-filing processes in line with NBR requirements, and consider translation/interpretation needs for local documents.

Risks, enforcement and commercial considerations

Non-registration where required can expose a business to penalties, interest and restrictions on customs clearance or participation in public procurement. Regular audits and data-matching through IVAS mean documentary standards are important. Cross-border services and supplies warrant early analysis of place-of-supply rules, withholding tax implications and whether any double tax treaty protections or administrative rulings apply.
